Call to Caucus




Whereas, the Honorable Terry Rohr, Circuit Court Clerk for the City of Bristol, Virginia was previously elected to that position on November 1, 2011; and

Whereas the Honorable Terry Rohrretired effective December 31, 2013; and

Whereas the Honorable Kelly Flannagan Duffy was appointed by the Circuit Court Judges of the 28th Judicial District to serve as Interim Circuit Court Clerk until a special election can be held on November 4th. 2014 to fill the remainder of the unexpired term for said office; and

Whereas the Bristol Virginia Democratic Committee may nominate a Democratic Candidate for said office;

The Bristol Virginia Democratic Committee will hold an assembled caucus beginning at 6:30 p.m. on June 9, 2014 at the Bristol Virginia Courthouse at 497 Cumberland Street, Bristol, Virginia for the sole purpose of choosing a nominee for said office. Doors will open at 6:00 p.m. and will close promptly at 6:30 p.m. and no person may complete a form or enter the caucus after 6:30 p.m. with the exception of those persons in line to register at 6:30 p.m.

Any person attending the caucus, before participating in the caucus, shall sign a standardized declaration form. The declaration form must be filed at the caucus location prior to voting, and includes an affirmation that the person:

  • Is a resident of Bristol Virginia and is registered to vote in Bristol Virginia;
  • Does not intend to support any candidate who is opposed to the Democratic Nominee in the next ensuing general election;
  • Is a Democrat;
  • Is not a member of any other political party; and
  • Has not participated in and will not participate in the nominating process for any other political party for the 2014 general election.

Any Person seeking election as the Democratic Candidate for the said office must pre-file a Declaration of Candidacy for Democratic Nomination form with Aviva Frye, Chair of the Bristol Virginia Democratic Committee, prior to 7:00 p.m. on Friday May 30, 2014. No late forms will be accepted and no person who has failed to comply with any pre-filing requirement may be considered for nomination. Should only one person file a Declaration of Candidacy, that individual may be declared the nominee and the Chair may cancel the caucus. For further information or to turn in a pre-filing form, please contact Aviva Frye at (276) 451-4428.
